The Tactical Operations Division, also known as Tactical Operations Unit 20 or TO-20, was a serious crime unit of Central Police headed by DCI Tony Gates. It was closed down after Series 1.

Information[]

Operating out of Kingsgate Station, TO-20 was a well regarded unit with a high internal profile. However, the success behind the unit relied on them specifically cherry-picked serious and high-level crimes that would hold the public interest and be easy to investigate and solve. Any cases that did not appeal to them were simply transferred to the general Criminal Investigation Department.

The practice of "laddering"; adding an additional inflated number of charges to a single case, despite not having enough evidence for a conviction, was also routinely used. Although impractical in the long run should the matter reach court, the practice succeeded in boosting charging rates and statistics.

Due to its high public profile, the unit received the largest operating budget for an investigative division in Central Police from 2009-2012. Members of the unit were also provided with custom labelled jackets and stab vests, as well as high tech equipment.

The unit had received a written warning about the lack of gender diversity, leading opportunistic individuals such as DS Leah Janson to believe that they would be offered a spot.

The unit features heavily throughout the series, as it is led by DCI Anthony Gates who becomes the main focus of AC-12.

Series 3[]

The unit is mentioned in DC Nigel Morton's written statement regarding his knowledge of The Caddy. It is in this written statement that the unit's full name is shown to be the Tactical Operations Division.
